EncryptedTechnology Enters Final Assessment Phase for TXCC FY 26-27 Certification

EncryptedTechnology has entered the final assessment phase of the Texas Cyber Command (TXCC) FY 2026-27 cybersecurity training certification process. Here is what the certification covers, why it matters for Texas government agencies, and what to expect next.

EncryptedTechnology is pleased to announce that we have formally submitted our application for Texas Cyber Command (TXCC) FY 2026-27 cybersecurity awareness training certification and have entered the final assessment phase of the review process. Under House Bill 150 (89th Legislature), the Texas Cyber Command assumed the training certification role previously held by the Department of Information Resources (DIR). The FY 26-27 certification submission window runs June 1 through July 31, 2026, with certified providers expected to be published on August 31, 2026 — just before the FY 2026-27 training year begins on September 1.

This announcement is an update on our progress and an overview of the certification process for Texas organizations planning their FY 2026-27 security awareness training programs. We want to be direct about where we are: the final certification determination rests with the Texas Cyber Command, and we will update our customers and prospective partners as soon as that determination is made.

What the TXCC FY 2026-27 Certification Covers

The TXCC FY 2026-27 certification standards represent a significant expansion from prior cycles. The new standards require certified training programs to cover several topic areas that were either optional or absent from FY 2024-25 requirements. Understanding what the certification requires helps Texas organizations evaluate whether a given training program will actually meet their compliance obligations.

Required Content Areas for Certification

The FY 2026-27 standards mandate coverage of business email compromise — specifically including the four warning signs of forced urgency, unnatural text, repetitive writing, and unverifiable details. Foreign adversary awareness is now a required topic, including specific coverage of United Front Work Department (UFWD) tactics and methods, resources on UFWD activity in Texas, and reporting procedures through the Texas Ethics Commission.

The standards also require coverage of phishing variants including QR code attacks (quishing), social engineering manipulation tactics, and generative AI best practices for workplace data security. For Module 6-equivalent content, certified programs must address the restrictions and reporting requirements under § 572.070 of the Texas Government Code, including the 30-day reporting requirement and consequences for violations.

How EncryptedTechnology's Curriculum Maps to the Standards

EncryptedTechnology's six-module curriculum was built specifically to address the FY 2026-27 required criteria. Module 3 covers phishing, spear phishing, and quishing. What This Means for Texas Organizations Planning FY 2026-27 Training

Texas state agencies, municipalities, ISDs, community colleges, and other political subdivisions subject to Texas Government Code Chapter 2063 must complete training using a TXCC-certified program. The certified provider list will be published August 31, 2026. Organizations that want to begin planning their training programs now — including vendor evaluation, contracting, and enrollment setup — should do so with the understanding that final certification confirmation is expected before the August 31 publication date.
